In-house programmesILM Levels 3 & 51:1 coachingUK Council of the Year 2024
70%shift in confidence dealing with conflict
5 roundsof cohorts since October 2023
46%improvement in setting behavioural expectations

The brief

Appointed in 2023 as the councils' management and leadership development provider, we were asked to build a consistent way of developing people at every stage of their management career.

What we did

  • Co-designed a structured, management development framework with the councils: an Aspiring Managers programme (ILM Level 3) and an Emerging Leaders programme (ILM Level 5).
  • Aligned each pathway to an accredited ILM qualification, so practical skills come with recognised accreditation.
  • Launched the programmes in October 2023 and have run them in successive cohorts ever since.
  • Provided 1:1 coaching for individual leaders alongside the programmes.

The results

  • Behavioural change measured before and after the programme. Emerging Leaders self-ratings rose 70% for confidence dealing with conflict, 70% for understanding psychological safety, 50% for coaching skills and 46% for setting behavioural expectations.
  • Named UK Council of the Year 2024 at the iESE Public Sector Transformation Awards, during our partnership.
  • Consistently outstanding feedback across both programmes.
  • Programme data shows attendees moving into more senior positions.
  • Managers leading their teams in line with the councils' strategic goals. The programmes are now on their fifth round of cohorts.
This is the first time I have attended a leadership course and, looking at the objectives I set at the beginning, I have more than achieved them. Managing conflict and providing feedback are areas I have avoided in the past, but this course has given me the insight and practical tools to tackle them. Claire and Ross are fantastic at getting participants involved and engaged.Henriette H, Emerging Leaders Programme, Babergh & Mid Suffolk District Councils
The course was well structured and planned, with a mixture of activities to support the learning objectives. I completed an ILM Level 3 alongside the Aspiring Managers Programme and felt well supported throughout, completing my assignments to a high standard as a result. Claire and Ross are knowledgeable, professional and lovely people to work with.Aspiring Managers Programme participant, 2026 cohort, Babergh & Mid Suffolk District Councils
